And then in due course you can help,You can pool resources or rearrange resources to build shelters for people, just as many provide shelter for those who really need it,For those who are truly capable of taking care of it,Provide shelter to people who truly respect the help they receive, and they can improve their self-esteem and self-worth by having a supportive place.

So for this particular case, you can take many different approaches and directions,I suggest you investigate them all, but note the deep psychology behind the choices people make consciously or unconsciously to experience them.
